Policy Evolution of Government Procurement of Public Services in China: A Text-Mining Perspective

The in-depth mining of policy text Government Procurement Public Services (GPPS) is helpful to distinguish stage characteristics and evolution logic the policy. Through text-mining technology, current research analyzes GPPS from 1995 2021 in China. Firstly, divided into three stages according key nodes. Secondly, TF-IDF algorithm adopted obtain keywords at each stage, static are summarized by constructing complex network extracted keywords. Finally, clustered several categories with help K-means cluster analysis, characteristic category achieved through secondary word segmentation, so as figure out dynamic stages. Results show that development China presents a point-to-face change feature, manifested “government purchase—government procurement public service—all-round supporting policy.” And priorities different stages, namely, tools, will economy variation demands.
